Competency can be explained as having the knowledge and ability to carry out a function consistently.  NVQs have been developed to prove competence and cover the many functions involved in the supervision and management of construction activities and at the appropriate level.

There are three levels of Construction NVQs offered by CASL:

Level 3 is essentially for technicians and supervisors and covers the role of a person either carrying out technical work or the supervision of operatives involved in a construction activity.  The essential function at this level is to be able to prove that you are able to consistently perform and carry out your duties under minimum supervision, applying knowledge in a broad range and variety of work activities most of which are complex and non-routine. The job role would normally be a Technician or Construction Site Supervisor.

Level 4 (Level 6 under the QCF) is for those people who have a level of technical/managerial responsibility for others to ensure that the work is carried out to the required detail and standard.  The essential function at this level is to be able to prove you can consistently perform and carry out your duties of setting work agendas and managing other people who may well be supervisors, it involves the application of knowledge in a broad range of activities with a substantial degree of personal responsibility and autonomy.  The job role would normally be for a Senior Technician or Construction Site Manager.

Level 5 (Level 7 under the QCF) is for those who are at a more strategic level, setting up projects or ensuring that designs and projects are effectively managed.  The essential function at this level is to be able to prove that you can consistently perform and carry out your duties in setting up or managing projects at a senior level, it involves the application of a significant range of fundamental principles across wide and often unpredictable contexts with very substantial personal autonomy and responsibility for analysis, diagnosis, design, planning execution and evaluation.  The job role would normally be at Director, Commercial/Construction Manager or person involved at a senior level within the business.
